Most of what passes for "sovereign cloud" in 2026 is procurement. A government agency signs a contract with a domestic corporation to host workloads inside national borders. The data lives in a data center owned by someone else, managed by someone else, on hardware controlled by someone else. The sovereignty is contractual — it exists as long as the contract exists, and it extends exactly as far as the vendor's terms of service allow.

On July 17, 2026, the Hoopa Valley Public Utilities District celebrated the grand opening of its NTIA Data Center on the Hoopa Valley Indian Reservation in Humboldt County, California. More than 50 community members, staff, and local leaders attended. The facility was designed by a regional architect and built by ACGC of Eureka, with Hupa design elements, wood accents, and artwork from local artists throughout the building.

This is a different kind of sovereign.

What They Built

The NTIA Data Center is the operational hub for the Hoopa Valley Tribe's broadband infrastructure. It houses the equipment to operate the Tribe's growing fiber network and serves as the dedicated home for Acorn Connected — the Tribe's communications and technology division, functioning as a community-owned ISP.

The network is fiber-to-the-home. The Hoopa Trinity Rural Access Linkup Initiative (TRAIL) project is extending fiber-optic broadband into Willow Creek and Trinity County — areas that have lacked reliable service for years. HVPUD plans to offer speeds up to 1 Gigabit per second, with custom 10-Gigabit connections available on request. Construction is expected to begin in early 2027, following existing roads and utility routes.

Funding comes through the California Public Utilities Commission's Last Mile Federal Funding Account Program — state broadband funding directed at unserved and underserved communities. The Yurok and Hoopa Valley Tribes were jointly awarded $127 million in tribal broadband grant funding in 2022. The data center is one of the deliverables.

Why This Is the Model

The audience for this site is people who build infrastructure for communities they live in — fire halls, town offices, small organizations, community organizers. The Hoopa Valley project is the same pattern at a different scale, and it demonstrates three things that matter.

Infrastructure ownership is sovereignty. The Tribe owns the data center. The Tribe owns the fiber. The Tribe operates the ISP. When Linnea Jackson, General Manager of HVPUD, says "It's going to be our hub. It's going to be for our customer base, and it's for our Hoopa people," she is describing structural control — not a service-level agreement, not a data residency clause, not a procurement policy. The infrastructure is governed by the community it serves.

Community-owned networks serve the communities the market won't. Trinity County and Willow Creek have gone without reliable broadband for years. No commercial ISP was going to run fiber to these communities — the return on investment doesn't exist for a quarterly-earnings company. The Tribe is building it because the community needs it and no one else was going to do it. The TRAIL project follows existing rights-of-way to minimize disruption. The ISP is called Acorn Connected. When you need support, you call a neighbor, not a distant call center.

Data sovereignty is architectural, not contractual. The Tribe's statement explicitly frames the data center as "an important step toward Tribal Data Sovereignty by allowing the Tribe to maintain greater ownership and control over the infrastructure, systems, and information serving its community." This is the correct framing. Sovereignty over data requires sovereignty over the systems that process it. A contract that says "your data stays in Canada" or "your data stays in the EU" is a promise. A data center on tribal land that the Tribe operates is a fact.

The Pattern We Recognize

This is the same pattern we deploy for communities, scaled to match the community. Proxmox for virtualization. Nextcloud for files and collaboration. Matrix for communication. Keycloak for identity. FOSS infrastructure on hardware the community controls, operated by people who live there.

The Hoopa Valley Tribe didn't ask for a sovereign cloud. They built one. They poured concrete, ran fiber, hired staff, and opened the doors. The data center is on the corner of Loop Road and Campus Road in Hoopa, California. It has Hupa design elements on the walls. It serves the people who have called that valley home for millennia.

That is what sovereignty looks like when you stop talking about it and start building it.
